This only works if the bosses themselves aren't in this group. Unfortunately, psychopaths rise through the ranks for the exact same reasons you mentioned.

In my opinion, escalating someone's bad behavior rarely works and may show you, the complainer as weak. It might be better to build a stronger support network across different levels so that you can go stronger through alliances.
